Taxes on Electricity Bill in Pakistan: Every Line on Your Bill Decoded (2026)

To understand the taxes and other amounts on an electricity bill, start with the individual lines actually printed on it. Do not apply one percentage to the entire bill or copy a tax total from another household: first identify the charge, the relevant period and the basis used for your account.

This guide helps you organise that check. It does not prescribe a universal tax percentage, determine an exemption or calculate what you legally owe. It also does not assume that every company and customer receives the same set of charges.

Separate taxes from other bill amounts

A bill can contain several kinds of entries. Use the exact labels on your own bill and ask the supplier to explain any abbreviation you cannot identify.

How to organise the entries you find
If this appears on the billWhat to check
Energy or variable chargesMatch the units, rate and tariff category before checking taxes.
Fixed, minimum or demand-related chargesAsk which schedule and connection or load basis produced the amount. Do not treat it as a tax merely because it is separate from energy charges.
GST or sales taxIdentify the taxable base, rate and applicable provision used for this bill, including any stated treatment of adjustments.
Income tax or withholding taxIdentify the relevant provision, account information and tax-year rules. Do not infer its treatment from the GST line.
Electricity duty or another levyRequest the authority, applicable category and calculation basis for the specific line.
Fuel or quarterly adjustmentCheck the adjustment document, covered consumption period and collection or credit period. Keep it distinct from any tax shown on that adjustment.
Arrears, payments or creditsMatch the account balance and recorded transactions. These are not automatically a tax on this month’s usage.
Late-payment amountCompare the correct due-date figure and the supplier’s stated terms rather than assuming a flat percentage.

Reconcile the amounts without counting them twice

  1. Choose the bill and total you are checking. Do not mix a previous period’s adjustment with a different month’s printed total.
  2. Copy each distinct charge once. If a tax is already included in a combined amount, establish that before adding a separate tax line.
  3. Keep credits and payments separate from charges. Check whether a minus sign or credit notation changes how a line affects the total.
  4. Add the entered charges and subtract the deductions. A discrepancy identifies something to investigate; it does not by itself prove a billing or tax error.

Here is a purely illustrative reconciliation: energy charges of Rs 2,000, other charges of Rs 100 and entered taxes of Rs 150, less a credit of Rs 50, add up to Rs 2,200. The example says nothing about which taxes apply or what their percentages should be.

The bill arithmetic checker performs this kind of addition using amounts you supply. Its tax field accepts a rupee amount, not a percentage. It does not determine the taxable base, exemptions, filing-status treatment or the law applicable to your account.

Use primary sources for a tax question

The FBR Sales Tax Act library provides the official legislation entry point. For withholding references, use the FBR withholding tax rate cards for the relevant tax year, together with the applicable legislation available through FBR’s laws page. Check the version date and exact provision; a general rate card is not a substitute for resolving an account-specific exemption or dispute.

For the supplier’s bill presentation and tariff-related entries, K-Electric publishes bill explanations and a tariff information page. Use those for a KE account. Other suppliers’ bills and adjustment documents should be checked through their corresponding official routes in the company directory.

A statutory change, a tariff change and a supplier’s explanation of bill layout are different sources. Match each question to the appropriate document instead of using an old screenshot as the authority for every line.

What to ask when a line is unclear

Provide the supplier with the billing month, the exact line label and the amount you want explained. Ask for the calculation base, rate or fixed amount, source provision or notification, and any account information that affected the calculation. Keep a copy of your request and the reply.

Share account identifiers only through an official private support channel. If the question concerns your tax position or an exemption, use FBR’s official guidance or a qualified tax adviser with the relevant documents. Continue to use the supplier’s official bill and payment instructions rather than treating a third-party calculation as a revised bill.
