Let's clear something up first, because it saves a lot of confusion later.
WAPDA doesn't send you a bill.
I know. Everyone says "WAPDA ka bill", everyone searches "wapda bill check online", and the electricity board has been WAPDA in everyday Pakistani speech for fifty years. The habit is completely understandable. It's just not accurate anymore.

Toh Phir Bill Kaun Bhejta Hai?
WAPDA — the Water and Power Development Authority — still exists. These days it's mainly in the business of dams and hydel power generation. Tarbela, Mangla, Neelum-Jhelum. Big infrastructure.
The job of actually delivering electricity to your house and billing you for it was split off into regional distribution companies, usually called DISCOs. There are ten of them, and exactly one of them is yours:

Karachi is the exception to all of it. K-Electric is a separate, privately-run utility and isn't part of this system at all — different portal, different tariff notifications, different complaint process.
So when you search lesco wapda or wapda bill online check, what you actually want is your DISCO's bill. Same thing, older name. No harm done — you just need to know which company to select on the portal.
Bijli Ka Bill Check Karne Ka Tarika
The method is identical for all ten distribution companies, which is genuinely convenient.
Step 1 — Reference number dhoond lein.
Top-left corner of any old bill. Field labelled Reference No. A long string of digits, usually fourteen, printed with spaces breaking it into groups.
This is the only piece of information you need. Not your CNIC, not your name, not your address. Just this number.
Step 2 — Portal kholein.
Go to bill.pitc.com.pk. PITC is the government body that runs the central billing system, and it hosts bills for every DISCO on one page. Or use the relevant company page on BijliBills.
Step 3 — Apni company chunein.
Pick LESCO, MEPCO, FESCO, GEPCO, IESCO, PESCO, HESCO, SEPCO, QESCO or TESCO from the list. If you're not sure which one, look at the logo on your old bill.
Step 4 — Reference number daalein aur search karein.
Digits only, no spaces, no dashes.

Your bill loads in full. Barcode, due date, units consumed, previous and present readings, arrears, taxes — the complete document, identical to the paper copy.
Reference Number Gum Ho Gaya Hai Toh?
This is the one genuine obstacle, so here's every route I know of:
Any old bill from the last year, even one you already paid. The stub the bank, Easypaisa agent or JazzCash shop gave you. A photo on a family member's phone — people photograph bills more often than they realise. Your bank app's payment history, if you've paid this bill through it before, which usually stores the reference number against the transaction.
If all of that fails, the sub-division office of your DISCO will retrieve it. Take your CNIC and the meter number stamped on the physical meter outside your house. Bring the meter number written down or photographed — walking in without it makes their job much harder.
And once you have it: save it. Phone notes, a WhatsApp message to yourself, whatever. This is a five-second job that saves you a morning at some point in the future.
Duplicate Bill Kaise Nikalein
Every month a lot of people search for a "duplicate bill" as though it were a formal request.
It isn't. The bill you just opened online is the duplicate bill. Print it, or save it as a PDF, and it's accepted at bank counters, Easypaisa outlets, JazzCash shops and every utility payment window in the country.
Two habits that prevent a wasted trip: save it as a PDF rather than a screenshot, because screenshots crop and compress and barcodes don't tolerate either. And when printing, decline "fit to page" — a shrunk barcode won't scan.
Bill Mein Kya Dekhna Chahiye
Sixty seconds of attention a month, and here's where to spend it.
Units consumed — present reading minus previous reading. Everything else is calculated from this.
The meter itself. Go outside and look. Compare the digits on the meter with the "present reading" on your bill. If the bill's reading is well ahead of what the meter shows, you were billed on an estimated reading rather than an actual one. This is by far the most common billing complaint in Pakistan, across every DISCO, and it's completely fixable — provided you notice it while it's one month old rather than six.
Detection bill — if this line appears, the company has assessed that consumption went unrecorded at some point. Contestable, in writing, quickly.
Arrears — paid last month and still showing? Payments take a few working days to post. If it survives into the next cycle, take your receipt to the SDO.
FPA (Fuel Price Adjustment) — set nationally, changes every month. It's the reason two months of identical usage can produce different totals, and it isn't your DISCO's decision.
Two payable amounts — one within the due date, one after. That gap is the late payment surcharge.

WAPDA Complaint Number Aur Helpline
Here's the useful part, and it's simpler than most people expect.
118 is the shared electricity complaint helpline. It covers LESCO, MEPCO, FESCO, GEPCO, IESCO, PESCO, HESCO, SEPCO, QESCO and TESCO. It runs twenty-four hours. Outages, faults, meter problems, billing disputes, street lights — all of it goes through the same number.
Have your reference number in front of you before you dial. It's the first question, every single time, and fumbling for it wastes the call.
For billing disputes specifically, I'd steer you away from the phone. Use your DISCO's online complaint form or submit a written application at the sub-division office instead. Both produce a complaint number, and that number is the entire basis of any follow-up you make a week later. A phone conversation leaves no record and no reference point; a complaint number does.
If nothing moves, the escalation ladder is the same across every company: SDO office → XEN office → company customer services.
Beyond that, if a dispute is serious and genuinely unresolved, NEPRA — the national regulator — accepts consumer complaints against distribution companies. That's a real avenue, not a last-resort threat, but go through your DISCO's own process first because NEPRA will ask what you've already done.
Evidence Jo Kaam Aati Hai
If you ever end up arguing about a bill, three things carry more weight than anything you say:
Your last six bills, showing a consistent pattern next to one outlier month. A dated photo of your meter with the reading visible — take one every month, it costs nothing. And your payment receipts, which settle arrears disputes instantly.
That's it. That's the whole toolkit.
Chhoti Si Aadat, Bara Faida
Check the bill online between the 8th and the 12th, before the paper copy arrives.
You get extra days to catch an estimated reading, question a detection charge, or simply arrange the money. And a bill that never got delivered stops being a late payment surcharge.
