How to Read Your Electricity Meter in Pakistan: Digital, TOU & Old Meters (2026)

To read your electricity meter in Pakistan, find the large number on the display followed by kWh. That is your total units used since the meter was installed. Write it down with the date. To see how much you have burned this month, subtract last month’s figure, which is printed as the Previous Reading on your bill. The difference is your units consumed. One kilowatt-hour (kWh) equals one unit, so a meter that reads 44,860 today against 44,300 last month means you have used 560 units this cycle.

That is the whole trick. But knowing the number on your own wall does something more useful than satisfy curiosity: it lets you check the reading the meter reader typed into your bill. When the Present Reading on the bill is higher than what your meter actually shows, you have been over-charged, and you can prove it. This guide covers every meter type you are likely to have: a modern digital meter, an older electromechanical one, a three-phase or TOU meter, and the new smart (AMI) meters now going up across the country. It also shows how to turn the reading into both a unit count and a rupee estimate.

What the meter is actually showing you

Every domestic meter measures the same thing: cumulative energy in kilowatt-hours. The number only ever climbs. It does not reset each month, and the reader does not zero it. The billing system just stores last month’s figure and subtracts.

On a digital (electronic) meter, the display is a 6 or 7-digit LCD or LED screen. Many cycle automatically through several screens every few seconds: voltage, current, power, and the one you want, total energy in kWh. If yours sits on one screen, press the small DISP or scroll button on the front to step through the readings until you reach the kWh figure. Some meters label that screen 1.8.0 or mark it plainly as “kWh” or “Active Energy”. Ignore the volts, amps and power-factor screens; none of those is your consumption.

Reading a digital electronic meter, step by step

  1. Locate the meter. It is usually on an outside wall, in the stairwell of an apartment block, or next to your main switchboard. In many buildings the meters sit together in a metal cabinet with your house number written beside each one.
  2. Wake the display. If the LCD is blank to save power, press the DISP button once. Wait for it to settle on the kWh screen, or press again to cycle to it.
  3. Read left to right. Note every digit shown before the “kWh” label. If there is a decimal point, the digits after it are fractions of a unit. You can note them for accuracy, but for a monthly check the whole-number part is what matters.
  4. Write down the date. Your DISCO reads the meter roughly once a month on a fixed reading date, printed on your bill. To compare fairly, take your own reading near that date.
  5. Photograph it. One tap gives you a dated record. If a bill later looks wrong, a timestamped photo of the meter is the single most convincing piece of evidence you can hold.

Reading an older electromechanical meter

Plenty of homes still run the older analog meter with a spinning aluminium disc and a row of digit wheels (the cyclometer type). Reading it is nearly the same, with one wrinkle.

The row of numbers works like a car’s odometer. Read all the digits from left to right. On most of these meters the last digit is red, or sits behind a decimal point or a differently coloured window. That digit is tenths of a unit (0.1 kWh), not a whole unit. For a monthly reading, ignore the red digit and record only the black digits to its left. If the wheels show 24518 with the final 8 in red, your reading is 2451 units. Just be consistent each month about which digits you count.

The far rarer dial-type meter, with little clock faces, is read by taking the digit each pointer has last passed (when a pointer sits between two numbers, take the lower one). Almost no domestic connections in Pakistan still use these, so if you have digits in a window rather than clock hands, use the odometer method above.

Work out your units: present minus previous

The calculation is one subtraction. Take today’s meter reading and subtract the reading from your last bill.

One caution when you subtract: a meter has a fixed number of digits and, once every many years, a very high-usage connection can roll over from 999999 back to 000000. If your present reading looks lower than the previous one and your meter was not recently replaced, that rollover is the reason, and you add the rollover span back in. Far more commonly, a lower reading means the DISCO changed your meter during the month. The bill will show a meter-change (MCO) note and split the billing between the old and new meter’s numbers.

Match the reading against your bill to catch over-billing

This is where reading your own meter pays for itself. Find three fields on the bill, usually grouped in one consumption box: Previous Reading, Present Reading, and Units Consumed. Then run two checks.

  • Is the bill’s Present Reading at or below what your meter shows now? A reader cannot record a number the meter has not reached yet. If the bill’s Present Reading is higher than your meter’s current display, the reading is inflated and you have a clean over-billing case.
  • Do the numbers subtract correctly? Present minus Previous should equal the Units Consumed printed on the bill. If it does not, that is an arithmetical error, and those get corrected on the spot.

Under the NEPRA Consumer Service Manual, the meter reader must capture a time-stamped snapshot of your meter on the reading date (Clause 6.1.3), and many DISCOs now print that image on the bill or keep it on file to settle disputes. If your bill shows the snapshot, zoom in and compare its digits to the “Present Reading” figure printed alongside. If they disagree, the DISCO’s own photo is your evidence. Before you assume an error, rule out the innocent explanation. A bill can climb without a single mis-read digit: fuel adjustment, quarterly charges, taxes and a jump into a costlier slab all push the rupee amount up while the units stay honest. Reading a three-phase or TOU meter

Larger homes, shops and anyone with a sanctioned load of about 5 kW or more usually has a three-phase connection, and it may be a time-of-use (TOU) meter. Two things change.

Three-phase reading. A whole-current three-phase meter still shows a single cumulative kWh total — you read that one number exactly as on a single-phase meter. Some models let you scroll through per-phase figures (L1, L2, L3), but the billing figure is the combined total, so record that. The exception is large commercial and industrial connections fed through current transformers (CT-operated meters): those carry a multiplier (the CT ratio, such as 100/5 giving a multiplier of 20) printed on the meter and on the bill, and the displayed reading is multiplied by it to get real units. Ordinary domestic three-phase meters read directly, with a multiplier of 1. If you do not see a multiplier printed on your bill, you do not have one.

TOU (peak / off-peak) reading. A TOU meter keeps separate registers for each rate period, commonly shown as T1 for peak and T2 for off-peak, along with the cumulative total. The screen cycles through each. Your bill splits consumption into two rows, peak units and off-peak units, billed at different rates, so subtract present-minus-previous for each register separately. In summer, every unit you use in the evening peak (about 7 to 11 PM on most DISCOs) is charged at the higher peak rate, so shifting heavy load like the AC or water pump out of that window is one of the simplest ways to cut your bill.

Smart (AMI) meters: reading in 2026

The meter on your wall may soon read itself. Pakistan is midway through replacing old meters with Advanced Metering Infrastructure (AMI) units that report consumption remotely, with no human reader involved. IESCO is furthest along. As of early 2026, roughly a quarter of its consumers are on AMI meters, and it has installed hundreds of thousands across Rawalpindi, as reported by Dawn. Nationally, the government has lined up a rollout of about 10 million single-phase smart meters across all DISCOs, with the IFC brought in as transaction adviser in April 2026.

An AMI meter does not change how you read the display. It still shows a kWh figure on the LCD, and many come with a mobile app that shows daily consumption. What changes is trust: because the reading is captured automatically, there is no meter reader to mis-key a digit. Your bill still prints a Previous and Present Reading, so the same present-minus-previous check applies. If anything, a smart meter makes self-checking easier: you can watch your daily units add up in the app and spot an odd spike the day it happens.

Turn your reading into a rupee estimate

How do I calculate how many units I have used since my last bill?

What do the red digits or numbers after the decimal on my meter mean?

On an older electromechanical meter the last digit is often red or sits behind a decimal point, and it represents tenths of a unit (0.1 kWh), not a full unit. Ignore it for a monthly reading and record only the black whole-number digits to its left. On a digital meter, any digits after the decimal point are the same thing, fractions of a unit, so the whole-number part is what your bill is based on.

My current meter reading is lower than the previous reading on my bill. Is that an error?

Usually it means your meter was replaced during the month. The bill will carry a meter-change (MCO) note and split the billing between the old and new meter’s numbers, so the new meter simply starts from a lower figure. The other, far rarer cause is a rollover, where a very high reading passes the meter’s maximum number of digits and wraps back to zero. If neither applies and the reading genuinely dropped, flag it to your DISCO.

Do I need to multiply my meter reading by anything?

Almost never for a home. Ordinary single-phase and whole-current three-phase domestic meters read directly, so the number on the display is your units, multiplier of 1. Only large commercial and industrial connections fed through current transformers (CT-operated meters) carry a multiplier, printed as a CT ratio on the meter and on the bill. If your bill shows no multiplier, you do not have one and you read the meter as-is.

How do I read a three-phase meter? Do I add the three phases together?

No. A three-phase meter shows a single combined kWh total, and that total is your reading; you do not add L1, L2 and L3 yourself. Some meters let you scroll through the individual phase figures for reference, but the billing figure is the cumulative total. Record that one number, and subtract last month’s the same way you would on a single-phase meter.

I have a smart (AMI) meter. Do I still need to read it myself?

You do not have to, because an AMI meter sends its reading to the DISCO automatically with no meter reader involved. But you still can: the kWh figure is on the LCD, and most AMI meters pair with an app showing daily consumption. Checking it is still worthwhile: it lets you watch your units add up day by day and catch an unexpected spike early, and your bill still prints a Present and Previous Reading you can verify.

How does reading my own meter help me catch over-billing?
