HESCO Bill Check Without Reference Number 2026: Full Guide

Updated: August 2026

There is no HESCO bill search by name, CNIC or meter number. The portal takes a 14-digit reference number, or the 10-digit customer ID, and that’s the entire list. Every page promising a name lookup is either scraping something unofficial or will ask you for the reference number two clicks later.

The realistic path is to recover the number, which is quicker than most people expect. An old bill, a photo on your phone, or a call to 022-9260139 with your CNIC and address will usually do it inside an afternoon.

Below are seven routes, roughly ordered by success rate. If you already have your number, go to HESCO bill online check.

On a different distribution company? The same problem affects all of them. Our main guide on how to check an electricity bill without a reference number covers every DISCO plus K-Electric.

Why Name and CNIC Search Was Never Built

Two things are going on. The first is privacy. The second, and the one that actually blocks most people, is that the meter is often not registered in your name at all — rented houses, inherited property, connections still in a previous owner’s or a late relative’s name. In each of those cases your CNIC has no link to the billing account, so even a CNIC search would find nothing for you.

The “check bill by CNIC” claim, and the sites that exploit it, are covered in full in our main guide to checking an electricity bill without a reference number. The short version: HESCO indexes on the 14-digit reference number, so recovering that number is the job.

Locating the Reference Number

Top-left block of the bill, under the consumer name and address. Fourteen digits, labelled REFERENCE NO, printed slightly larger than the text around it.

Roughly 27151234567890 in shape.

The first digits identify your circle and subdivision, which is why bills across your street share a prefix. Worth knowing — quoting that prefix on the helpline speeds the search up.

Important: the number is attached to the meter, not to you. Move house and you get a new one. Have a burnt meter replaced and HESCO may issue a fresh reference, which explains most cases of a saved number that suddenly returns nothing.

Every other line on the bill is unpacked in electricity bill terms explained.

The reference number and the shorter customer ID are easy to confuse. Our reference number vs customer ID guide shows exactly where each sits on the bill and when you need which.

Method 1: Any Older Bill

Search before you dial — this is faster than any phone call.

The reference number is identical on every bill you’ve ever had, so one from four months back works perfectly. Check the usual drawer, the file with the gas and water bills, and behind the meter box, where a lot of households in the region tuck the most recent bill.

Two minutes, and it solves this more often than any other method here.

Ever photographed a bill to send to a son in Karachi, a relative abroad, or a shopkeeper who pays it for you? That photo is still on your phone. Scroll your camera roll around the first two weeks of any month, when bills arrive and get photographed.

Then check WhatsApp media in the chat with whoever normally handles the bill. Most bill photos are clear enough to read the reference straight off.

Method 3: Saved Billers in a Payment App

Paid a HESCO bill online at any point? The number is already sitting on your phone.

Open JazzCash, Easypaisa or your bank app and look at:

Saved billers or beneficiaries. After the first payment the app remembers the biller — HESCO will be listed with the reference attached.

Transaction history. Any past electricity payment carries the reference number on its receipt.

Bank apps generally keep a year or more, wallets a few months. Screenshot it and store it properly this time.

Our HESCO bill payment online guide covers each app if you want to set up a saved biller afterwards.

Method 4: Call 118 or 022-9260139

The official recovery route.

Dial the universal 118, or HESCO on 022-9260139. Keep ready:

  1. Your CNIC number
  2. The full address exactly as printed on the bill — house, street, mohalla, taluka, district
  3. The name on the connection if it isn’t yours

The agent searches by address and reads the reference back. Repeat it digit by digit before hanging up — one misheard number out of fourteen wastes the whole call.

If the connection is in a name you can’t document a link to, expect to be redirected to the subdivision office. That route works, and it’s next.

Method 5: The Meter Reader

Informal, free, and effective.

The reader who covers your street each month carries account details for every meter on his route. Ask a neighbour which day he comes and catch him then. Most read the number out on request.

Ask which subdivision you fall under while you have him — it speeds up every phone call afterwards.

Method 6: HESCO Subdivision Office

The fallback that always works, as long as you bring documents.

Go to your area’s HESCO customer services centre or SDO office with:

  • Your original CNIC
  • Proof of address — tenancy agreement, purchase deed, or a gas or water bill for the same property
  • An authority letter if you’re acting for the registered owner

Ask the billing counter to trace the reference by address. They can usually print a duplicate bill on the spot, so you can pay the same day rather than coming back.

Go in the morning, and take the meter serial with you (see below). In rural talukas an address alone is often ambiguous, and the serial resolves it.

Method 7: Fall Back to the Customer ID

Easy win, frequently overlooked.

HESCO bills print a 10-digit Customer ID in the same top-left block as the 14-digit reference. On the bill checker they’re usually interchangeable — enter either and you get the same bill.

So if the only number you salvaged is 10 digits long, don’t discard it as incomplete. It’s probably the customer ID, and it works.

The 8334 SMS Service

PITC runs an SMS bill service across the government DISCOs, HESCO included:

PITC (space) 14-digit reference number → send to 8334

Your amount and due date come back in seconds without needing a data connection — genuinely useful across rural Sindh where SMS is reliable and mobile data often isn’t.

But look at what it takes as input. It requires the reference number and cannot find a lost one. This is a tool for after you’ve recovered the number, not a way of recovering it.

You can also register your connection for automatic monthly bill alerts, so the amount reaches you by text without asking. Our guide to electricity bill SMS registration covers the setup.

What the Meter Number Is Good For

Online, nothing. At the counter, quite a lot.

The meter number is the serial stamped on the meter casing — it identifies hardware, not a billing account. The bill checker reads only the reference or customer ID, so a meter serial returns “record not found” and leaves people convinced the site is broken. It isn’t.

In person, HESCO staff can search their internal system by meter serial. That matters a great deal in villages and older mohallas where several houses share one address or plot description and an address search comes back with three possible matches. Note it down before you go. It’s free and it occasionally saves you a second trip.

HESCO supplies Hyderabad, Jamshoro, Matiari, Tando Allahyar, Tando Muhammad Khan, Badin, Thatta, Sujawal, Mirpurkhas, Sanghar, Umerkot and Tharparkar. The number format and every recovery method above are the same across all of them.

Complaint numbers for every distribution company are collected in our electricity complaint helpline numbers guide.

Errors That Waste Time

Feeding the meter serial into the bill checker. Returns nothing, always. Not a fault in the site.

A dropped leading zero. Some references begin with 0. Saved in a spreadsheet, that zero vanishes and you’re left with 13 digits that will never load. Count them.

Confusing SSGC and HESCO numbers. Sui Southern gas consumer numbers use a different format entirely.

Paying twice out of impatience. Give it 24 to 48 hours. A double payment becomes an advance that takes weeks to reclaim.

Handing your CNIC to a “check by CNIC” site. HESCO offers no such lookup, so whatever that page is gathering, it isn’t your bill.

FAQs

Can I check my HESCO bill by name or CNIC?

Neither option exists on HESCO’s official portal, partly for privacy and partly because the meter is so often registered to a landlord or a long-deceased relative rather than to you. Your CNIC is still what identifies you when you call 022-9260139 or visit a subdivision office to have the reference traced by address.

How do I find my HESCO reference number without the bill?

Look for any older bill first, since the number is the same on every one, then search your phone gallery and WhatsApp for a bill photo. If neither turns anything up, check your wallet or bank app’s saved billers, then call 118 or 022-9260139 with your CNIC and complete address.

Can I check a HESCO bill using the meter number?

Not online, because the bill checker reads only the 14-digit reference number or the 10-digit customer ID. The meter serial is worth taking to the subdivision office, where staff can search their internal records with it — particularly helpful in rural talukas where addresses are ambiguous.

Is the HESCO customer ID usable instead of the reference number?

Yes, in most cases. The 10-digit customer ID is printed in the same top-left block of the bill and points to the same account, so entering it in the bill checker normally returns your bill just as the 14-digit reference would.

Does the 8334 SMS service work without a reference number?

No — you have to send the 14-digit reference number to 8334 for it to return your amount and due date. It’s a reporting tool rather than a lookup, though a very useful one across rural Sindh where SMS gets through and mobile data doesn’t.

Why has my HESCO reference number stopped working?

The number is tied to the meter and the billing account rather than to you, so a meter replacement or a change of connection can generate a new one. Call 022-9260139 with your address and confirm the current reference before assuming the portal is at fault.

What should I do once I have the number?

Enter it into the bill checker to see your units, payable amount and due date, and download or print a duplicate if you need one. The HESCO bill online check guide covers the steps, and HESCO per unit price 2026 explains how the total was calculated.
