The electricity complaint number for every distribution company in Pakistan is 118. Dial it from any mobile or landline and your call reaches the complaint centre of your own DISCO, whether that is LESCO in Lahore, MEPCO in Multan or K-Electric in Karachi. Several DISCOs, LESCO, IESCO, GEPCO and PESCO among them, also take complaints by SMS on 8118, K-Electric uses 8119 and WhatsApp 0348-0000118, and every government DISCO shares one online complaint portal at ccms.pitc.com.pk/complaint. Every number and URL in this guide was checked against the official DISCO websites in the first week of August 2026. Where a company does not publish a channel, the table says so instead of guessing.

Two honest notes on this table. First, “118 (national)” means the DISCO’s own website did not advertise 118 when we checked, but the helpline is national: the Power Division routes 118 calls to every DISCO’s complaint centre, so it still works in those regions. Second, “not published” means exactly that. Plenty of blogs print SMS codes and 0800 numbers for MEPCO, SEPCO or QESCO that appear nowhere on the official sites. We left them out. When in doubt, the complaint-office number printed on your paper bill, usually near the bottom left, is always valid for your own sub-division.

For emergencies, sparking wires, a burning transformer, a snapped line touching the ground, call 118 straight away. It is the fault-reporting line as well as the billing-complaint line, and outage calls are treated as line complaints with higher urgency.

What is the 118 helpline and how does it work?

118 is Pakistan’s unified electricity complaint helpline. The Federal Power Minister relaunched it in upgraded, nationwide form in November 2025, replacing the patchwork of city-level complaint numbers that consumers could rarely find, let alone get through to. It is free to call, works from any network, and serves callers in seven languages.

The mechanics matter more than the marketing. When you call 118:

  1. The system identifies your region and routes the call to your own DISCO’s complaint centre.
  2. The agent registers the complaint against your bill’s reference number and gives you a complaint number. Write it down.
  3. The complaint is tracked digitally, and the relevant SDO (Sub-Divisional Officer) office is assigned to resolve it.
  4. After the complaint is marked resolved, the system generates an automated feedback call. If you say the problem is not fixed, the complaint reactivates instead of dying quietly.

Power Division figures show just over two million calls between October 2025 and February 2026, with about 96 percent handled within the target time. In June 2026 the ministry went further and ordered disciplinary proceedings against SDOs and XENs who let 118 complaints rot unresolved; more than a hundred officers faced action in the first round. That pressure from the top is exactly why a 118 complaint, with its digital trail, beats walking into the sub-division office and hoping someone writes your problem in a register.

Is there still a WAPDA complaint number?

No, and this trips up a lot of people who still call their bill a “WAPDA bill”. WAPDA handles water and dams; electricity distribution was unbundled into the DISCOs years ago. There is no separate WAPDA complaint line for household electricity, so anyone searching for a wapda complaint number should simply dial 118, which covers all ten ex-WAPDA distribution companies plus K-Electric. How to register an electricity complaint online (CCMS portal)

All government DISCOs share one complaint system, the Customer Complaint Management System (CCMS), run by PITC, the same body that prints the bills. The form takes about three minutes:

  1. Open ccms.pitc.com.pk/complaint.
  2. Identify yourself one of three ways: enter the 14-digit reference number from any of your bills, the 12-digit mobile number registered with your DISCO (92XXXXXXXXXX format), or your CNIC. The form’s own note spells it out: digits must be 12 for mobile and 14 for the reference number.   3. Your name and address auto-fill from the billing database. You cannot edit them, which is the point: the complaint attaches to the right connection automatically.
  4. Choose the nature of the complaint, Line Complaints (outages, voltage, broken wires, transformer faults) or Non-Line Complaints (billing, meter, connection matters), then the specific type. Add a nearby landmark, describe the problem in a sentence or two, and attach a photo of the bill or meter if you have one.
  5. Submit and save the complaint number. The portal’s “Track by Reference” option shows the status any time afterwards.

K-Electric sits outside CCMS. Karachi consumers use the KE Live app or the contact channels on ke.com.pk, and the same 118, SMS 8119 and WhatsApp 0348-0000118 channels feed one complaint queue.

How to file a complaint that actually gets resolved

The difference between a complaint that closes in two days and one that circles for a month is usually preparation, not luck. Before you dial or type, have three things in front of you:

  • Your bill. The agent will ask for the 14-digit reference number, and for meter complaints the meter number printed beside it.
  • Specifics. “Bill is too high” gets a sympathy note. “My July bill shows 480 units but the meter photo I took on the reading date shows a figure 130 units lower” gets a meter reading review. Dates, meter readings and amounts move complaints; adjectives do not.
  • The complaint number from any earlier attempt. Repeat complaints referencing an unresolved number get escalated; fresh complaints about the same issue restart the clock.

One caution before you file a billing complaint at all: a painful bill is not automatically a wrong bill. Fuel adjustments and quarterly charges swing bills month to month, and taxes stack on top. If the DISCO ignores you: the escalation ladder

Pakistan’s system gives you three rungs, and they only work in order.

Rung 1: the DISCO itself

File through 118 or CCMS and let the complaint number age at least a couple of weeks for billing matters. Keep the number, keep dates. NEPRA’s own form will ask whether you approached the concerned SDO or XEN first, and complaints that skip this step get bounced back down.

Rung 2: NEPRA’s complaint portal

NEPRA, the power regulator, runs its own Complaint Management System; the registration form lives at nepra.org.pk/CAD-Database/CMS-CAD/cregister.php, with a separate form for net-metering complaints and a Track Complaint page on the same portal. Filing takes one sitting if you have your papers:

  1. The form first asks whether you lodged the complaint with your distribution company. Answer honestly; NEPRA advises filing with the concerned SDO/XEN before coming to them.
  2. Your complaint must be less than one year old. Older disputes fall outside the NEPRA Complaint Handling and Dispute Resolution Procedure Rules 2015 and must go in writing to NEPRA’s DG Consumer Affairs instead.
  3. Fill in your CNIC, name, address, consumer category, the bill’s account/reference number, your nearest NEPRA complaint office, and the main points of the complaint. Attach the disputed bills and any DISCO correspondence.
  4. You sign four declarations, including that no court case is pending on the same matter and that the DISCO failed to redress your grievance.
  5. Submit and note the tracking number; the portal tracks status, and NEPRA’s consumer line at 051-2013200 answers Monday to Friday, 9am to 5pm.

NEPRA’s consumer-service standards bind DISCOs to time limits for each complaint category, and a NEPRA direction is not a request: the regulator can order bill corrections and refunds, and it publishes its decisions.

Rung 3: the Wafaqi Mohtasib and the Citizen Portal

If both the DISCO and NEPRA leave you unsatisfied, the Wafaqi Mohtasib (Federal Ombudsman) takes complaints of maladministration against federal agencies, DISCOs included, free of charge at complaints.mohtasib.gov.pk. SEPCO and FESCO link straight to it from their own complaint pages, which tells you how routine this route has become. In parallel, the Pakistan Citizen’s Portal app routes complaints through the Prime Minister’s Delivery Unit to the DISCO with government follow-up attached; TESCO links it straight from its homepage. Neither replaces NEPRA for tariff and billing disputes, but for plain non-performance, an office that will not answer, a meter nobody comes to replace, they add pressure that a lone consumer cannot.

Plenty of bill-check blogs print a 0800 UAN for FESCO, but it appears nowhere on the official site, so treat 118 as the reliable line and CCMS as the paper trail.
